Theodore Chuang is a federal judge whose public service career reflects a deep commitment to democratic institutions and protecting the rights of all citizens.  

Presidentially appointed in 2014, Chuang is the first Asian American to serve as a judge on the U.S. District Court for the District of Maryland. His prior work includes seeking to balance security and individual rights as deputy general counsel of the Department of Homeland Security, investigating abuses in the health insurance industry as chief investigative counsel for the House Committee on Energy and Commerce, prosecuting public corruption cases as an assistant U.S. attorney in Massachusetts, and enforcing laws against housing discrimination as a trial attorney in the Department of Justice’s Civil Rights Division. Chuang’s honors include the Justice Department’s Special Achievement Award and the Coast Guard’s Public Service Commendation.

Chuang is past president of the Asian American Lawyers Association of Massachusetts and has extensive board experience, including with the D.C. Bar Board of Governors and as board chair for a legal services organization serving low-income Asian immigrants. At Harvard, Chuang was active with WHRB, the Crimson, and Phillips Brooks House, and has since served on several reunion committees and as a longtime alumni interviewer.
